To me, it is OK, since submission in conference and journal are two distinctive processes. Thus, a manuscript can be submitted in a journal even if it has already been accepted in a conference; or it can be submitted in a conference even if it is under review or published in a journal.

Yes, you certainly can. Your colleagues will be interested in hearing about your work.
I see nothing wrong with it. Most researchers prefer to write their papers out of their conference presentations or they write the full manuscript first and send it to journal and at the same time present the preliminary findings in conferences. However, you should exert some caution as to journal policies since some journals do not even want writers to produce a conference paper out of their manuscripts when submitted for publication. Thus, just to be on the safe side, you'd better check the journal guidelines first.
I agree with Saad, if you have any doubt about this, you should contact the editor right away, as well as the conference organizers. I have heard of conference papers later published in journals (with expressed consent of the editor), however not journal articles that later turn into conference papers. Most journals and conferencers will expect that your manuscript is not currently being reviewed by someone else, academia is a very small world, and having the paper "double published" can put you in a very awkward position. Especially if you want to publish in the future.
Ethically, NO. You can't submit the same manuscript to more than one place at a same time (it could be journal or conference).
