Graphene oxide, which has C/O ratio of 2/1, is non conductive. It usually has a conductivity of less than a micro S/m. Reducing graphene oxide to C/O ratio above 6 is required to make graphene oxide conductive by partially restoring the aromatic graphene structure.

Its very well know that graphene is good in electron transport... Hence it has its application in biosensors and fuel cells.

Well, the conductivity of graphene oxide really depends on the degree of oxidation. While it will hardly be an insulator, it's conductivity is not very good either. However, it's very simple to reduce it at least partially to get some decent conductivity values - although never so good as for pristine graphene/graphite.

GO synthesized by Hummer's method is like insulator at room temperature (if GO is in buckypaper form) ... and conductivity progressively increases with removal of oxygen.

Conductivity of GO depends on the extent of oxidation. While oxidation, we are continuously removing the sp2 carbons and replacing it by sp3 carbons having oxygen functionalities. In essence, you are creating a band gap by pulling the bands apart. Hence when fully oxidized, the bands are far apart and GO behaves as an insulator. In between this fully oxidized GO and pure grapheme, it behaves as a semiconductor. A latest model on partially oxidized GO shows that GO has sp3 regions and sp2 regions…. and GO can conduct through these sp2 regions via Klein tunneling. GO is not a homogeneous material, nor is its structure well defined. Thus, the conductivity will depend heavily upon the method of synthesis. Indeed, some methods may even leave nitrogen, sulfur, or metals in the resulting carbon and oxygen matrix.

GO is an insulator and graphene is a good conductive when it is oxides it losses conductivity that depends on degree of oxiation but when its reduces it becomes conductive again and they name it "reduced GO"

The conductivity of graphene relies mainly on the long range of conjucated network of graphitic oxide lattice . Yes the terminology is making problem here. When some one says it is Graphite Oxide, it is Insulator always. When it is said Graphene oxide it is Conductor. Based on the method of redcution the extent of Conductivity varies. for example reduction with NaBH4 dont give much conductivity where as the reduction by Hydrazene gives the Best conductivity. That is why When some one tries to prepare Graphene form Graphite by chemical oxidation and reduction process, the final product always should give a term of Graphene Oxide not Graphene untill and unless there should be a proof of No oxygen content in the final product. But his is unusual.

Graphene oxide is almost insulator due to the lack of sufficient pi conjugation and after the reduction it become conductive via restoring of pi-pi  bonding or sp2  hybridization due to deprivement of oxygen functionalities. However, conductivity of Graphene oxide depends on many factors such as degree of graphite exfoliation, number of layers. surface oxygen functional groups and especially, impurity level. If there is any acidic impurity is present inside of system definitely graphene oxide showing very unusual behaviour. Due to the moisture absorbing property of trace acidic phase (remaining sulphur content or chloride counterpart from the final rinsing of graphene oxide dispersion by dil HCl. These all things also affect the conductivity of Graphene oxide so please do not confuse that graphene oxide is conductive .... To ensure the good quality of graphene oxide always use the dialysis method in final way after the conventional filtration process or rinsing .... However, this is very tedious it takes very long time, needed lot of milli Q water but for perfection it is usually likable...

I used graphene oxide with TiO2 as a composite and it suppresses the photocatalytic activity of my compound, I do not know if the problem with GO or what. I used this composite to degrade Carbofuran pesticide.

Can we synthesize graphene oxide on a Ruthenium (Ru)  single crystal. I have had some literature mentioning that oxygen intercalates graphenene and Ru when we oxidize the graphene on a Ru surface. 

Graphene oxide (GO) is inherently non-conductive because of the absence of percolating pathways between sp2 carbon clusters, which is indeed a carrier transport mechanism in the graphene. There are many methods to modify GO for electrical conductivity. The thermal and chemical methods of GO modification are widely accepted to restore electrical conductivity. In the thermal reduction method GO is exposed to temperature rate from 2000 °C/min up to about 1050 °C in effect splitting GO into individual sheets through CO2 evolution. The chemical method of GO modification is represented by its reduction with hydrazine and its derivates. In this method we add the liquid reagents to aqueous dispersion of GO and dry it. The reagents increase the hydrophobicity of GO, that results in electrically conductive graphene-based nanosheets.
