Graphene is usually a hydrophobic material, that is why it settles down after the completion of the reduction process, we will use some dispersive agents to make it disperse in water, but some papers reported that graphene is hydrophobic (graphene dispersed well without the use of any dispersing agent).
I doubt which is true, whether the dispersive agents change the graphene's properties?
Due to the fact that this physical property can be reduced to a surface effect, there shouldn't be a difference between graphene and graphite. Therefore it is hydrophobic, but take a pencil lead and test it by yourself. ;o)
Yes sir i agree with you my question is weather the chemically reduced graphene oxide and graphene are same or not because using some chemical reducing agents its produce water dispersible graphene ( because of the funcinalization ). weather we can consider the product as graphene or only reduced graphene oxide .

I think that some papers don't distinguish well between Graphene oxide(GO) and reduced Graphene oxide (RGO) because (GO) is hydrophilic due to the existence of oxygen where reduced Graphene oxide is hydrophobic. that set
I agree with Mr. Albert. Graphene oxide is hydrophilic in nature and with reduction in its oxygen containing functionalities its nature changes from hydrophilic to hydrophobic. Pure graphene is hydrophilic in nature.
Presence of some dispersing agents don't change the basic properties of pure graphene. It actually introduces single-polarity charges around the surface of sheets due to which they disperse well.
Also, in reply to your query regarding 'weather we can consider the product as graphene or only reduced graphene oxide .' I would like to add that until you find that your product is dispersing in dis. water, its not pure graphene. Its just reduced graphene oxide and having a particular degree of reduction. When it will be fully reduced, it means there will not be any functional group attached with the single hexagonal sheet of graphene. This single sheet will be treated as pure graphene. However, till now it is not possible to fully reduce (remove) all the functional groups when you follow top-down methods. Only partial reduction can be achieved in such cases.
A pure graphene sheet will never disperse in water due to its hydrophobic tendency.
