I would like to prepare a systematic review protocol. I am wondering about any journals that will publish a protocol without charges from the authors? It does not have to be open access. The topic is related to older adults and technology. Thanks.
You should start with registering your systematic review protocol on PROSPERO. It is a portal meant for registering systematic reviews and keeping a record, so that when someone else wishes to work on the same topic as yours, your registered protocol in the PROSPERO record will tell them work on that topic is already underway. This makes work ethical and helps prevent duplication of research effort. It also adds an aspect of accountability on your end, to publish what you set out to work on. You could make an account on PROSPERO and register your review protocol. They will check if others registered with PROSPERO are working on the same thing and might suggest you to modify your protocol so that it offers something new. Once you get it registered, you can look up journals if you wish to publish your protocol. You could just google and find some journals that don't charge a fee (and are thus not open access).

Registering your protocol on PROSPERO is already a good step towards transparancy for your systematic review.
If you are planning to publish the results of your systematic review in a high impact journal it is essential that your protocol is registered.
Additionally publishing your protocol in a journal gives you the opportunity to go more into detail in terms of the methods, e.g. the risk of bias assessment. This will help out when publishing the results of your systematic review as you can refer to your publication of the protocol for more detailed methodological information.

Just want to add this. I did some search and found that the Journal of Advanced Nursing and Gerontology (Karger) will publish a systematic review protocol free of charge for authors (i.e., you can choose the non-Open Access option).
It is recommended to register your systematic review on PROSPERO. And this is not peer-reviewed.
