Usually the Introduction is short. But in your case, you may include citations to relevant references in the following sections:

1.2 BACKGROUND

1.5 SIGNIFICANCE OF the STUDY

Yes. You have to cite research works that justifies the assertions you have made in your introductory section. Its important to pivot the research gap you are pursuing theoretically and empirically! Thus, it is mandatory that you make key references to articles related to your research. Such references should be added to your bibliography/reference section. Best regards

I am prone to put referencing in quotes that might begin a thesis or paper.

I have a point to make here on which additional answers are welcome. Again and again I see papers receive high evaluations that keep to all the technical academic requirements but demonstrate little innovation. An interesting facet of academia.

Generally literature review are necessary to find out the research gap. In your case you can put your references in Background of your research.

Only if you need to paraphrase or quote somebody's research will you include the short reference in your text, and give full reference in your References Section. This may happen only in 1.2 Background or 1.3 Problem statement or 1.5 Significance of the study. Your references in 1.2 are to your problem in industry. Your references in 1.3 are to show that the existing problem has not yet been addressed satisfactorily. Your references in 1.5 are to show that solving the problem is important.

I suggest 1 reference in 1.2, 3 references in 1.3, and 1 reference in 1.5.

Your first paragraph is where you attract the interest of the reader, and you probably need citations there to demonstrate that your introductory statements are valid. Your Background section will certainly need references, because in this section you validate that your problem really is a problem.

The introduction should capture the reader’s attention and introduce everything you use in the dissertation and later explain. It should not start to discuss the actual research findings so even when you are adding things to it at the end of your project, pretend that you have not yet conducted the study.
