Every try include the essential vital scientific references in dissertation. Neither we can include all references nor we can left the vital ones. Here, the disseration title include "Lean Manufacturing" as the main element. I need the most essential scientific references which must be included in any post graduate dissertation related to lean manufacturing. Despite the area of the research in a dissertation, the citing is determined on the base on your idea/concept/evidences. There are included these references which are associated with the content. There are not most important references.
I think you should cite those references that are most useful to give proves and to reinforce your statements and assumptions. The state of the art description is not a list of papers but a discussion coherent with the rest of the dissertion
Researchers and scholars have made tremendous contributions in the area of lean manufacturing or lean management. Therefore, your scientific references should be based on your research focus and assumptions.

The references cited in the dissertation need to be used in your research work in any of the following : for analyzing the past work, framing your problem of research, solution methodology, gaining basic information about the topic, comparing your results etc. In general if a work had contributed in any way to your research that can be cited in your dissertation.
your question surprises me. either it is about your own thesis in which case you should really know your topic well enough to know which references are vital, or you are trying to assess somebody elses theses solely on the basis of its reference list, without taking into consideration whether these references are related to the thesis' content...
