One colleague found an invasive plant species not recorded previously in Iran and is asking where to submit a short note. I know that for example in phytopathology there are quite a few options to submit a short disease note to record plant diseases from a new host. This also exists for insects but I have no idea about plants. Does somebody have any idea?

Rheeda is a renowned journal and well circulated in other countries. Having an article published in Rheeda is worth among Taxonomists.
BioInvasions Records could have been a good choice but it being a relatively new journal, I would suggest you not to prefer this. Further, as far as i know, most of the articles are on faunal studies. For cross verification please check: http://www.reabic.net/journals/bir/2012/Issue3.aspx
As far as Taiwania is concerned, it could also be an option for publication.
You also have the possibility to submit it as a Geographic Distribution Note to Check List (http://www.checklist.org.br/).
While answering previously to your querry, Checklist did click in my mind.
Checklist is also befitting with respect to range extension of a species, but sometimes checklist referees are not academically sound enough for that particular MS. It depends on your luck whom you get to be a referee for your article. For one of my MS, they gave so horrible and useless comments that I would never suggest anyone to publish a genuine research article in checklist. This I have experienced personally.
Rather I would suggest you to publish in Journal of Threatened Taxa: http://www.threatenedtaxa.org
This is also well circulated in several countries.
