I am in need of flood satellite images (both SAR and Landsat). Where can I get these images for floods in specific. Is there any archive which specializes in flood related satellite images?

Landsat data can be freely downloadable from https://earthexplorer.usgs.gov/
For SAR C-band data can be freely downloadable from https://scihub.copernicus.eu/
You can also download Sentinel-2 optical data from the second link. Ans Earth explorer can also be used to download Sentinel data.

I will recommend you enquire from India Space and Research Institute, they are the custodian of such information.
As long as my experience, both of them don't have specialized dataset for floods. They can freely download through the link that already explained above. For gaining flood information you should extract it using proper method from related-time of acquisition of floods event images.

Find location and dates of major floods from some source (socal media )
with time and location you can download free datasets from copernicus scihub (SAR(Sentinel-1a) and optcal Sentinel-2) and usgs earthexplorer (Landsat TM,ETM and OLI).
DigitalGlobe "open Data Program" has very good high resolution images for recent flooding in India check it out https://www.digitalglobe.com/opendata/flooding-in-india/pre-event
