If quantum information is stored on the Event horizon of the black hole (according to the Holographic principle), What happens to information when black holes evaporate or merge?

But according to Stephen Hawking if a Black hole is considered as a Black body it emits EM radiation in form of Hawking radiation. But does Hawking radiation carry information out of Black hole Sir ?

Hawking radiation is the thermal radiation predicted to be spontaneously emitted by Black holes.
Hawking's discovery followed a visit to Moscow in 1973 where the Soviet scientists convinced him that rotating black holes have to create and emit particles. When Hawking did the calculation, he found that even non-rotating black holes produce radiation.
Because of angular momentum conservation for a Black Hole, the Black Hole spins very fast; the matter around the Black Holes spins at 84% of the speed of light.

A graviton needs less then one second to travel between stars located within 10 light-years.
A light year value is ly = 9.460536207×10^15 m, the speed of the graviton va = 1.001762 × 10^17 m/s and t = 10 × ly / va , this means t < 1s.

If it's true that information is stored on the horizon, then there is no information problem. In that case, as the horizon shrinks due to evaporation, the information evaporates from the horizon.
But the problem is that we DON'T understand how exactly information can be stored on the horizon, because classical and semiclassical gravity predict that most of information should be INSIDE the black hole, and not on its horizon. If the information is inside, then information cannot evaporate from the horizon, and that's the information problem. If the information is on the horizon, then there is no information problem, but then there is the problem to explain why does information not fall into the black hole interior.
The Information comes back to the "Universe" with the photons emmited by the Hawking Radiation.
but (as others have already said it, on this thread); the information gets in a very "scrambled" state, this is to say that, the Entanglement Entropy (a slight variation of the von Neumann Entropy) of these Photons would be very high.
These Photons would be Entangled with very distant regions of Space, and also with other Photons from the same Hawking Radiation, and all together with the interior of the Black Hole, etc..,
the Information returns to the Universe, but in a totally scrambled way.
