I am interested in conducting a cross-national comparative policies analysis on the level of benefits and rights granted to several cathegories of disabled people. I am searching for the relevant legislation or institutions regarding these rights.
The legislation on the social and policy issues is country specific. You have to search country specific material. However, United Nations declared 1981 as as International Year on Disability and the period 1983-1992 as UN Decade of the Disabled Persons which saw many UN General Assembly Resolutions and Reports. Later, period from 1993 to 2002 was declared as Asia Pacific decade for the Disabled Persons which concluded with a conference in Hong Kong in 2002. The related publications can be accessed from ESCAP repository. The Second Asian and Pacific Decade of Disabled Persons, 2003 to 2012, emphasized a paradigm shift from a charity-based approach to a rights-based approach to disability, reflected in policies and programmes in the region. Now again the ESCAP has resolved to observe 2013-22 as Third Asia Pacific Decade of disabled persons. Some of the suggested readings are:
