Where can I find reliable and comparable data about the barriers to entry for energy suppliers in energy markets in EU member states?

I need data about the liberalization of the energy markets of the EU member states. Remowing the barrieres to entry for energy supplieres seems to be one the most important policies regarding the liberalization of the european energy market. I want to use the data as an indicator for successful renewable energy governance.
