There are many reasons leading to smearing or tailing while running electrophoresis.

Starting with the template you can start the troubleshooting procedure then you can check for cross-contamination, using a higher concentration of enzyme, inadequate use of primers, use of degraded primers, even inadequate concentration of Mg2+ may all be the cause of smearing, sometimes even excessive cycling conditions can covert the PCR products into random higher molecular weight fragments.
