Possibly, means justify (explain why) you run t Student test paired in you study. Generally , in paired test data is derived from two measurements are before and after a "treatment".
Justify the statistical analysis conducted where a paired t-test was conducted means that a reason should be given why the test is done the way it is done. Paired t-test is used to compare two variables such that effect of an extraneous variable embodied in the individuals is removed. Usually to test for difference of the variables the mean difference is compared with zero.
Paired testing involves some blocking. Each individual is a block. At the end individual differences are removed and the comparison made more precisely.

I suppose you got this request from a reviewer. Most likely, they want you to tell why you chose the paired T-test instead of any other analysis. So I see two scenarios:
- the reviewer has experience with statistical analysis and thinks other test would have been more appropriate in your study;
or
- the reviewer doesn't know much about statistics and just wants to hear something like "this analysis is most suitable in this situation, blah, blah, blah".
Either way, my suggestion would be to first make sure yourself that paired T-test was a suitable approach in your study and then try to convince the reviewer using some technical details.
I did not used simple paired t-test in my study. I used mixed modeling for analyzing the repeated measures. Accordingly, main/interaction effects were not the main hypotheses. Our hypotheses were not whether a global difference existed, but rather the specific individual comparisons shown in our outcomes table. Therefore, the result of global test interaction (group x time) was presented as individual interactions for each specified group by time interaction.

That's strange.
Be carefull when answering, try not to be too expeditive. Sometimes the reviewers can be sensitive, especially when you contradict them. So try to be as polite as possible.
