I believe this is unfair to the readers to be directed to one research group. Most importantly, this is against academic integrity. So I will not cite any of his works.
I will soon post this person's name here, so if you wish to put his name on the blocklist when you submit the paper. People like him destroy academia's reputation.

Anyway, I agree with you, It does sound quite unprofessional.
Maybe one or two but the relevancy of the paper is not a point. The point is that this person is so unprofessional and dodgy.
Two main options: 1.) Cite other, more influential work [if some of the 9 are very influential, maybe you overlooked them] to improve your research. 2.) Email the editor.
9 is a lot, but sadly, I've seen reviewers be unethical.
I will definitely email the editor, I honestly do not give f... about the paper if it gets rejected. He gave me minor corrections but mentioned in the comments that he wants to see a revised version. I also going to post his name here but I cannot right now as I cannot put the manuscript here as evidence yet. People like him should be stopped, academia is being too politically correct and they close their eyes to this dodgy behaviour.
What would you do if the reviewer asked you to cite 9 of his works? I would refuse to do that.
