Well, if that's the case, selection of a phd topic largely depends on various factors that include the trend of research particularly in the area you look to write on. This requires that you spend sometime looking into the extant literature.
You may also need to be more specific on the level of analysis you'd like to conduct your research on. For instance, individual, group, state or international level.
I'll suggest that you start by collecting some recent studies similar to what you have in mind. Doing so will give you some ideas that you can build on.

However, this will require you to spend enough time reading sources from the field, going throughout looking into the existing literature.
Nevertheless, as stated above you need to be more focused and am suggesting that you start by collecting some recent studies similar to what you have in mind, as well as defining the research methods that you may need to conduct the fieldwork.
On the other, you may also need to be more specific on the level of analysis, as well as being more specific on what results are you looking to reach.

Each component of the tryptic and their interaction have enjoyed overwhelming attention, which makes it rather difficult to choose a value-adding topic. The more so under present global circumstances, with the pandemic having dealt a strong blow to virtually anything – from the international multilateral system, to the day-to-day life of everyone, everywhere, albeit to differing degrees.
It may be that one of the most visible and arguably challenging issue is understanding the outcome of the dynamics within the tryptic through the relationship between State and Non-State actors. After briefly answering some questions like who the non-state actors are; what are their goals; what their impact on the public and on the State is; and what tools they use to achieve them, one might focus on the latter as a starting point for looking into the role of democratized information in the quest for peace, conflict management and settlement and development.
A familiar (sub)regional environment where these aspects might be analyzed would contribute to expanding one’s knowledge and, hopefully, understanding of further addressing challenges raised by the tryptic.
In my opinion, we can find topics like local population and peacebuilding, because you can analyze the results of peace and its social impact on the people.

But areas as Sub-Saharan Africa, South East Asia, the Middle Wast, and Latine America are all suitable regions that can provide you with rich case(s) for your analysis.
Well, peace, conflict and development are all complex and diverse in theories nature. It would be largely dependent on the structure of the study field, archival, legal, socio-economic, cultural however there are the following questions:
1 Does conflict resolution always lead to the development and maintenance of stability.
2. Could conflict lead to development of a stronger more united identity that would lead to peace in the long run.
3. How has conflict on ethnic lines affect the identity of people in Asia and Africa, has this been a major hurdle in their development

In the Asian context, there are a number of questions that can be modeled on the Sino Japanese conflict, the south China Sea domination, South Asian Tensions. In the context of the middle East how terrorist and non state activities effect the process of peace, in African context, how does development lead to peace and stability with special emphasis on the LDCs of the Region. US can be questioned for its role in peace politics and diplomacy with special emphasis on the war on terror or the 20 year Afghan crisis. In the case of Latin America, a research question could be how being in the shadow of an international giant effects the conflict resolution in any one nation or the continent as a whole
