Several times I found that most of the Non SCI and open access journals published papers on payment of fee. Whether they check the paper is of scientific relevant or not? They need only payment to sustain their journal.

Why new journals are on the way when thousands of journals are there? Why some governing body provide ISSN number endlessly?

What the main objective of Impact factor? Impact factor just based on citations to the articles of the journal. It means only publications with citations are of good quality, while others are not.
