We are planning to design a road traffic controller which will detect the road traffic intensity and according to that green light's on time will be determined.
Besides, we will design rail gate controller which will automatically detect the arrival/departure of train and close/open the rail gate.
What sensors are suitable for these purposes?
For traffic density/intensity assessment need to consider total length of transports for certain period of time. The classification of transport as per length is another consideration. Volume flow consideration of transports is best. Dynamic motion vertical image sensor (as reference road surface) can be consider for patterned volume flow assessment. For railway it may also apply for detection bit apart ( say 1.5 km) from crossing.

at the very preliminary stage I suggest to evaluate carefully the traffic flows, both for road and for rail side.
After a first evaluation, I think it'd be necessary to take into consideration informations about peak and rush hours and so on (in the day, in the week, in the weekends, etc) , of course the train impact is quite important.due to the size (lenght, number of passeneger) and the level of service (speed, punctuality, load factor, route, etc.). Doing that you could choose wich flow to prefeer in the unit of time you consider (you could select e.g. road in 8.00-9.00 and 17.00-18.000 and train in the other hours.
Having doing that, I consider, as Sergei did, video analytic as the best but I think it'll be quite important to have an additional brake system to stop the train if something should have gone wrong.
In commerce you could find also a lot of tools to manage very accurate the traffic according to the normal flows and even if some particular event is forecastable (e.g. the end of a very important cricket game).

The one drawback to the inductive loop approach is putting the loops in the roadbed. Apart, from that initial cost and time consumption, the inductive loop approach offers a low cost, steady state approach to traffic flow monitoring.

Your observation about inductive loops took me by surprise. Your suggestion is very interesting. It may be possible to "inject" inductive loops into the roadbed (carriage ways) without either too much disruption or cost. Is the use of inductive loops in monitoring vehicular traffic common in Sri Lanka?

Using loops at a predefined distance can also give us information about speed and thus a better characterization of traffic flow.
And also incorporating lane less traffic may be more relevant assuming the traffic conditions you have are similar to what we had in some areas of Pakistan.
Moreover vehicle-to-vehicle communication can be a futuristic approach to this problem.
