I am trying to describe if common variance is good, fair or poor and need a reference or idea of what is acceptable. for example Comrey and Lee (1992) have suggested guidelines/cutoffs:
.71 excellent
.63 very good
.55 good
.45 fair
.32 poor
any help would be great.

The question is ambiguous. Variance is a measure of dispersion. In fact, it is ideal and most widely used measure of dispersion. I do not see any logic to assign scores like
excellent , very good , good , fair , poor etc.
to variance.
