Dear Abbas, the system system in question should consist of micro-droplets of an aqueous solution of your water-soluble polymer, which are dispersed in a hydrophobic solvent such as oil. This system is a reverse (counterpart) of current, well known emulsions, in which droplets of hydrophobic compounds or their solutions are dispersed in water (or hydrophilic surroundings).
As to question about characterization, it depends on what you would like to know.
I think you should use water-soluble or fat-soluble colrants to determine which of the two components is dispersed in the other. It is a widely used technique.
Dynamic light scattering (DLS) based particle sizers; for e.g. Malvern's Zeta sizer is a good instrument to determine droplet size. There are other brands and models too.
