What should the researchers do if the journal editor neither allot any manuscript id nor reply to the mail regarding the status of the same since 6 months? Can the researcher submit the manuscript to another journal? What should be the correct procedure? Kindly suggest.

Before seeking to publish your research you must submit your work to several journals related to the field with the help of your senior research professor in your university.
In such a case I would first withdraw my submission (don't wait for a confirmation from the editor if he/she doesn't use to communicate - just keep some proof that you have informed the journal about your decision) and then submit the manuscript to another journal. It may be good to select a journal recommended by some among your colleagues, who already published some papers in there.
It happened to me few months ago. I sent the editor a message telling him that if I recieved no answer for this message I 'll be obliged to submit my paper to another journal. I waited for 10 days , when I recieved nothing from the editor, I did submitted my paper to another journal which published it about a month later.
Send a request to withdraw the paper from the journal and wait for 2 weeks . If no response, submit in another journal but keep copy of the email you requested for paper withdrawal
