What practical measures are needed to lower the ideological barriers between organic and GM, and thus fully exploit the combined potential of both GM crops and organic modes of production in order to achieve agroecological management practices compatible with the sustainable intensification of food production?

I think detail and further study on each and every aspect of GM crops on human health is required.
However for non food crop like cotton awareness creation is more important.
I believe that organic and conventional systems should be allowed to be independent.
There is a lot of monetary interest which attempts to lower the standards for organic agriculture and this is a bad idea.

If we develop the ability to incentivize the increase in soil organic matter it would be useful for both organic and conventional systems.
In both cases, the soils need to baselined and the incentives should be structured and actual measured improvements.
For both conventional and organic farmers a system of carbon incentives would be valuable in driving better agricultural practices.
