What part does funding play in the research? Can scholars support themselves without funding for their research?

I've noticed that many research scholars are not receiving funding for various reasons. Such situations force the research scholars either to leave the research or find part-time employment. I believe this has a significant impact on their research and personal life. What are your thoughts on this?
