What must be the reason for an organic solar cell to have a low fill factor (50% - 60%) but at the same time showing a good VOC (close to the best value expected for the particular D/A system ) and JSC (close to the best value reported for the particular well optimized D/A system) ?
Low fill factor can be caused by
high series resistance
the metal-semiconductor contacts.
low shunt resistance,

If you display the dark and illuminated I-V curves I can tell you what is the most possible cause of relatively low fill factor.
However, the possible causes may be:
High series resistance because of the very low mobility of the organic materials.
too high ideality factor because of high recombination at the interface between the donor and acceptor.
you can estimate the value of Rs and n to see what factor is the dominant.
