Please have a look at the above paper. There is a very complete analysis of a spin-glass using a Cole-Cole plot. If your system is not as complicated, fitting your temperature/frequency dependence with the Vogel-Fulcher law maybe sufficient to get the potential barrier and the T0 limit.

A single relaxation time gives rise to a semi-circle. From deviations of a semi-circle one can conclude that there is a relaxation time distribution. Some details about the relaxation time distribution can be deduced from a fit to a Cole-Cole plot.
