There are several research questions in this context, but I leave one that I think is transversal. From the outset, we have seen different government responses to this crisis that are, I think, related to different organizational traditions and cultures. Traditionally more liberal countries and administrations (especially Anglo-Saxon countries) began by adopting a strategy of herd immunity, even though they were later forced to change their strategy when faced with the numbers. On the other hand, countries with more collectivist traditions (Continental Europe), quickly opted for isolation without having to adequately discuss alternative approaches… It is not possible not to question organizational behaviour and options in terms of decision-making without taking into account the cultural issue of more or less state.

Hmm, I like the approach here, but I am not sure if we can take any single one of the European countries as significantly more collectivistic than others (maybe, i need to check Hofstede’s latest figures), and then correlate this collectivism with subsequent decision particularly at a macro state-level. Even if we consider the peculiar social democracies of Scandinavian countries, which could have rendered these countries’ authorities somehow more collectivistic, policy handling of the Covid-19 pandemic would not, I assume, vary significantly. Science and statistics, rather than culture, seem to be the prevailing determinants of governmental attitudes. Thanks a lot.

Well, if science and statistics were the big determinants of government decisions, that would be a great novelty ... At the beginning when it was decided to go one way or the other there was no great science or statistics (unless we consider thousands of different projections that have been presented for the same thing, changing from day to day). When the scenarios were so diverse, the decision was (it had to be!) Political, and therefore inseparable from the administrative capacity and culture of each country, the resources it has available, its capacity for territorial and multilevel governance, etc. In a context of great uncertainty and risk, science is instrumentalized by political power, choosing the scenario that best mediates the management of acceptable socio-economic impacts. Thanks, Ricardo... UK’s later decision was wheeled by an Imperial College study as far as I remember, which was listing the number casualties under different scenarios. And Germany as well as some other countries (including Turkey that takes example) have scientific committees overseeing the pandemic crisis management. Those whose initial reactions failed eventually started relying on data. This pandemic situation will impact businesses at all levels, from small to large organizations. Planning for emergencies and risk assessment must include pandemics effects.Everyone is gaining experience of the realted consequences before the learning of the theory (how to act and what to do) so i believe researchers are now ready to contribute and find efficient solution, and it would be interesting and highly important to train business students on quick responsiveness and non resistance to change.

Concerning the data, I'm afraid there's no reliable source of information. Governments have their own strategies how to report the cases: some prefer to hide or manipulate data and only a few provide adequate information.

In India specially in cities like Delhi , Lucknow, Mumbai, etc there is rampant rise in cases. People are struggling with health and emotional issues. Dealing with the emerging corona virus is still within the crisis management system in some countries, and in other countries it has moved out of the framework of crisis management to the so-called damage control management, and there are other countries that manage the consequences of disasters, and some countries combine two of these methods, or distribute its efforts between the three phases. It may move from one stage to another, within specific restrictions. The biggest threat is denial and insistence on unsuccessful actions, based on established plans, approved professional steps, institutional laws and tasks, chain of command, infiltration in agile and inflexible decision-making, and taking the opinion of the experts themselves, who were basically unable to predict this pandemic. They did not have innovative alternatives, nor any real preparation befitting the scale of the challenge, thus minimizing the dimensions of the threat, exaggerating the description of control over the course of affairs, and the irresponsible social interaction that might follow for some, and the false sense of reduced danger for others. Between denial and neglect, the complexity of regulations and decisions, and the weakness of the culture of caution and caution, the regulations have become in one valley, and the culture and awareness of society and what it practices in another valley.
