Usually the editor will not be able to take "accept submission" decision unless he get the acceptance from cross verification department which their decision (it is called QC decision) depends on the ethical part of the paper such as plagiarism. Once the editor get the acceptance from QC, then he can assign reviewers for your paper and the status of your paper become "under review".

1. The comments of more than one reviewer and the anti plagiarism software reports are verified with the article, and/ or

2. Cross verification of references of text and those of reference list are going on.
