It competitively inhibits the enzyme by binding in the active site, interacting with the zinc atom there.

It's possible that MMP408 has those multiple effects, but it would be surprising. I think it is more likely that if MMP408 had an effect on MMP-12 gene expression, it would be the opposite: by directly inhibiting MMP-12 catalytic activity, the compound might indirectly increase MMP-12 gene expression, as the cell attempts to compensate for the loss of its catalytic activity. This assumes that there is some sort of homeostatic feedback mechanism.
