It depends on the thermal exchanges.

The final temperature would result in an equilibrium between the power you bring (R*I^2) and the power you loose (radiations, conduction ...). For example, in an adiabatic heating (no loss), the temperature would theoretically rise indefinitely. 

You should almost have an idea of the equivalent thermal resistance (including all the thermal phenomena) from the metal piece to the "exterior". Generally, the electrical power is regulated in order to reach the desired temperature

Interesting question you ask... but why not just measure it yourself? It seems like all you would need is a current source, a metal sample and a temperature probe. You'll end up with a much better understanding if you go through with it I'd say.
