the point of view of Italian Fire Corps is that the main target is:

QUICK EVACUATION FROM TRAIN AND QUICK AID.

So I can report - in italian - the DM 28.10.2005 that explains:

For safety purposes  the following actions are identified :

a) to prevent accidents;

b ) limit the effects of accidents ;

c ) promote the self-rescue and / or the exodus of

people involved in an accident ;

d ) allow for rapid and effective intervention teams

relief under the best safety conditions
