Studying minority languages as a discipline at school or Uni is one thing, using them as a language of instruction of other disciplines (I am talking about those whose functional potential allows that, like my native Tatar) is a different approach. On the one hand it supports the functionality of language, its status, on the other hand - globalised world destroys most of the motivation to use minority languages, to speak and develop them and thus initiate any activities where they can serve as languages of instruction. Exclusion from the system of education is the first step to degradation of any language.
