Well Luaay , there is no decline as such , there are exceptions . Certain research groups or certain researchers are stupid and have no understanding of research and they have a set of students who lack the right kind of motivation. I have come across such Prof(s) @ McMaster University . The only subject they teach is English especially they take foreign students in the name of research tell us if we know English or not ... Research is about dedication to learn and such people lack that ability ...
There is no universality to that statement, even I think it is to the opposite as supported by Prof. Gulzar Shah.
Universities have really stepped up in terms of research output and quality of graduates especially in the developed economies. Those left behind are the developing countries still crawling to get along in terms of research and development due to bad leadership and endemic corruption.
I think there is a difference between the previous years in terms of education and follow-up and also university graduates are better scientifically reason universities departments
Dear Divya R. , I like your suggestion that for the institutions where scientific rigor is declining the situation should be assessed and addressed. However, often department chairs are either not well-positioned to address/asses, or they are even the reason for decline (e.g. due to nepotism, favouritism etc.). The issue requires a higher level oversight and assessment. An accrediting body or education commission. Thoughts?
Dear Gulzar shah Sir, Ireally feel bad to say that many of the universities in my part of the world are corrupted and they generate fake datas for getting accreditions. They find a way to produce fake documents which includes fake faculty profiles, fake feedbacks etc. some even brainwash their students to give false information as feedback for the accredition.whatever the rules the governing council brings, such institutions find a way to fake them and get approval.i strongly belive privatisation of universities leads to corruption and deterioration of quality. A solution can be found only if the universities function as a non profit organisation under the government control.
I would like to disagree. Its a competitive world and the tools of learning are changing. Machine learning is replacing most of the traditional educational style. I feel those are updating themselves to these new methods and remain adjusting to different learning scenario are better fitting in into the system.
We never had RG forum a decade back, I guess and look how much versatile we have become in interacting different topics and how quickly you can replies from across the globe.

Of course not all universities, but universities of the third world in the low level of science and its causes is money and private interest and university departments are not efficient and this is the main reason
