I think your leaving out an important variable - namely pressure. High contact pressure can decease the temperature of austenite formation and produce the well know "white layer" of very fine grained untempered martensite on contacting tempered martensite surfaces.

Several references suggest that the occurrence of a white layer on materials is on heat-treated hardened steel materials or on materials such as Martensitic Stainless Steel. In the case of machining medium carbon steel that has not been heat-treated, is there a possibility that this white layer may also form?

I would first recommend a metallographic examination of the cross-section by etching with Nital instead of XRD. You can easily see if martensite formed or not there. Regarding the differentiation of the temperature and mechanical effects, it is quite hard to do so in such a thermomechanical process. If you can share the metallographic cross-sections, I can comment on it more.
Andaç Özsoy, this study aims to determine the structure of each layer on the surface of medium carbon steel gears. Therefore, each layer will be examined to a depth of a few microns. So, if observed in a cross-sectional plane, would it be possible to observe the narrow section near the surface?
Fauzan Huzaifah In princpile, yes. Depending on the resolution of your optical microscope, you can see the microstructure still. If not, using SEM after etching would definitely give some idea. Note that your interaction volume will be greater than a few microns if you use XRD on the surface. Penetration depth of Cu K-alpha X-rays in steel is around 10-20 microns.
