Is white layer formation possible to form on medium carbon steel in non-hard machining?

Many literatures relate white layer formation, high speed cutting and hard machining. Hard machining is a finishing process by machining materials with a hardness above 45 HRC. Can a white layer form on medium carbon steel (34 HRC) during high speed cutting? And what is responsible for the formation of white layer?
