We already have many condition specific outcome measures, whereas 12 ICF core sets were developed by the WHO for 12 chronic condition in year 2002. It has also been recommended to implement this core sets in clinical practice as well as in research. Many practitioner have conflict while choosing outcome measure between condition specific or ICF core sets.
ICF is a classification tool and not a standardized assessment tool.
As mentioned earlier, ICF is a classification system. But the addition of the qualifiers for quantification of the extent of functioning and disability may allow its use as an outcome measure. But this is not accepted by all. The ICF core-sets are condition specific having brief to full measures. Although these save the assessor's time by quick (and specific) measures, these still need to be validated to varied needs across cultural and economic diversities. WHO has also introduced WHO DAS 2.0 for disability assessment and can be used in clinical practice and research.
