Dear Mohannad Jazzar,

I had performed a task to bind the fine Coke powder in the form of Briquettes. About 15 Ton of Coke Powder briquettes were prepared in this task. I had used Molasses as Binder of the Coke Powder, that is very economical and easy to handle.

So you may try Molasses as a Binder of Coal powder.

I hope it will solve your problem.

Oh its really an issue. So you may try some starch binder.
