You can go for solid phase extraction in a combination with liquid chromatography electrospray mass spectrometry. (Please refer the paper by Gomez, Veronica, et al. "Determination of non-ionic and anionic surfactants in environmental water matrices." Talanta 84.3 (2011): 859-866.) This method is easy to use and sensitive and possess good linear range and detection limits.
