A number of years ago, I worked with NEI Corp. in Somerset, NJ to prepare 6 different doped tungsten oxides as potential catalysts for fuel cell catalysts. These ~20nm preparations created a series of aliovalent doped metal oxides with different band gaps. Let me know if you would like me to send you my data. A simple solvothermal method with cerium chloride salts and tungsten hexachloride as precursors can be adopted.

Slo gel process is good and you can use tungsten metatungstate as precursor..
