What is the minimal feed composition needed to have a foulinf in membrane RO desalination ?

I'm studying the fouling of RO membrane for desalination of seawater or brackich water. what is the minimal concentration of foulants (inorganic salts, organic foulants) in feed water which would allow the formation of fouling layer in less than hours ? and at what flowrate should I set the feed pump ?
