As heat exchangers in the heat exchanger networks get fouled, the utility in the furnace has to increased to compensate the losses.
Apart from it, the pumping cost must be increasing as deposited foulants in the heat exchangers occlude the fluid flow.

This varies considerably with design. Some designs have more reserve pumping and/or heating capacity, while others do not. Some processes experience more or faster fouling than others. This can create quite a challenge to sustain production and schedule maintenance. This is a significant but often overlooked topic. You will find some interesting papers published by the Cooling Technology Institute and others. Al Feltzin and I have a paper on heat exchanger fouling this week at the conference in Houston.
