Theory should be driving your possible explanations. On the statistical side, the correlation of .97 implies the two constructs are near identical. That is to say, the items are measuring the same (single) construct. Are you using validated measures? Perhaps a factor analysis would be a useful first step.
When a confirmatory factor analysis (CFA) is carried out with more than one latent variable, it is assumed that the exogenous variables are correlated. Therefore, all the statistical packages correlate the exogenous latent variables (motivational and psychological in this case). According to the results that you provide, both factors are highly correlated (0.97), which may cast doubt on the discriminant validity of the concepts analyzed.
