CDC guidelines state that in populations with risk factors (DM), the cut-off has to be set at 10mm. But if there were no risk factors (or only HT or dyslipidaemia), what would be the cut-offs then?

The interpretation of the test is recommended to be carried out depending on the risk factors for TB development, which surround the children. Thanks for your input. However, I believe it does not answer my question. And if I am not mistaken, that study involves the analysis of an isolated younger population (children).
