Do I need any permission to use a validated questionnaire that is widely avaliable in the public domain?

I was wondering if I need to get permission from the principal investigator to use a questionnaire that is widely available in the public domain and published by the same researcher. If the questionnaire is thus available so widely, do I need to get permission so that I don't violate any copyright laws?
