Its depends on the quality of paper. Few days back I attended a workshop of one of the associate editor of MISQ. I asked the same question. She told me that we are highly concerned with strong Theoretical building/support to you research problem. If this portion is not good, your paper will be desk rejected. Secondly, structure and quality of writing. Third, strong evidence for your contribution to the field. The rest of the things are also important but if you fail to address the purpose of your research you may loss the change of review.
