What is the main challenges in water sector based on main events? (like drought, flood, agriculture, industry, etc)
I'm looking for a framework or divide of challenges in this manner.
like we can say in agriculture main challenge could be the low efficiency of irrgation.

1.It is not necessary to be same in all place
2.you need to divided subject to supply side and consumption side. In your case study drought, flood or irregular rainfall dispersion, climate change, expensive drinking water can be the main challenge in supply side. Also, non optimal water allocation among usage sector and low efficiency can be main challenge in consumption side.
3-In Iran low efficiency of water consumption in agriculture( in irrigation process and also due to inappropriate cultivation pattern), drinking water and industry sectors are the main challenge in consumption side,

Although the question is not quit clear, but it depends on:
1- The region
2- The country
3- The society
4- The technology
In our region the main challenge is missing of cooperation of WRI between countries. How much the country take water policy in its priority. The culture of the people to use water, in most of eastern countries still lost of water is common. In most countries still using lowest technology for using water especially in irrigation sector. The political point is still used between countries of the region, while this point in European countries ended.
