The LogP o/w value determines whether the drug would pass from the membrane and get close to the target site, and the main prime objective is get a drug which have an optimum LogP o/w value. Is there is any database available to find out the LogP o/w value of cells?

in case of orally available drugs there is the Lipinski rule of five which suggest (among others) LogP should nod exceed 5.0. In general the more lipophilic is the compound the more it will keep inside the lipids (eg membrane, mitochondrial membrane...). So it is little difficult to say: "the value should be "
If you have your hepatocytes in vitro then use more lipophilic (LogP >4) to achieve rapid transport or even higher to get accumulation in the lipids.
