In a single phase low voltage battery charger the initial battery charging current is negative and battery is discharging during that interval?

The AC source voltage is 120V. The AC -DC full bridge boost converter and DC-DC buck converter is used.The controller for AC-DC converter consists of PI and PR controller but PR controller is not working properly.The battery is discharging initially for a fraction of second and the charging is going negative during that interval only.After that the charging current becomes positive and battery starts charging.
