I do have different experience, I find slums are focused in urban areas of country. The education policy of the whole world is concerned towards the "No child left behind" policy supporting millennium development goal to create literacy rate at 100%.

I feel the concentration of government and non government organizations are focused in these areas of my country. There are various strategies adopted like providing free education, providing mid day meal, concept of mobile schools. by those strategies adopted, i feel the literacy rate of those areas and other areas are not too much different.
