Can we say that corruption is in some way linked to the constitutional framework of States?
Would financial powers and greedy speculators seek to maintain a disruptive constitutional framework in some vulnerable Nation States in order to preserve privilege and impunity?
If institutional corruption is linked to the constitutional laws of states, it may explain why it is so difficult to eradicate...
Because we know how difficult it is to change these kinds of laws!

As it is explained on page 27, to be protected from rogue governments, Nation States must have a legitimate Constitution capable of ensuring:
- good legal rules,
- a hierarchy of rules that respects common sense and international commitments for justice and peace,
- an effective public oversight of all institutions,
- non-abusive and non-dilatory judicial tribunal proceedings,
- the legal security provided by a well-organized civilist law system,
- the protection of fundamental rights defenders,
- effective counter-powers within the State,
- a rule of law respectful of jus cogens,
- laws applied effectively and without perversion,
- administrative and judicial remedies that are truly effective and not only promoted,
- and impeachment procedure against officials showing their unwillingness to remedy the violations of fundamental rights reported to them.

What this article makes me think:
When values were inculcated by the constant practice of a religion, moral precepts were regularly recalled to us.
But I wonder if these moral precepts are still transmitted today when laicity is promoted and is sometimes even replaced by the "Silver God".
Moreover, it seems to me that it is difficult to find reliable benchmarks when moral relativism is absolutely taught at the university.
Have you noticed that the more confusingly complicated the constitutional organization of states, the more difficult it becomes to solve somewhat complex problems?
As a result, only the simplest problems are solved and others are left out.
It is therefore easier in these circumstances to reallocate public funds to new "turnkey" projects rather than trying to solve the problems of dysfunctional institutions.
This observation explains that states with complex and non-modifiable organizations are more easily manipulated by entities seeking to deflect power and money.
The constitutional decree imposed on Quebec in 1982 created a very complicated and immutable organization.

Thus, Quebeckers pay taxes in each of these states, the "Confederal / Federal of Canada" and the "National / Provincial of Quebec", but without having control of what is happening, particularly in terms of the quality of services .
As a result, these helpless citizens witness the wastage of public funds by both of the partisan political organizations that make up the governments of these states.
One could hope that the head of state sitting above this melee can intervene ....
But when we know that this head of state (for both Quebec and Canada) is still the illegitimate British monarch (Queen Elizabeth II), we understand that there is nothing to hope for this side!
