India has a huge domain of public transports most of which is decentralized and ill-organized.
Proposed Ubiquitous Transport System would provide a single-window approach to transport facilities where it will be easier for people to avail transport services.
How far is its implementation feasible in the huge and diversified domain of India?
Or is it a good idea bringing all the transport facilities under a single portal?

Given what I know of bureaucracy in India, I think it would be a terrible idea to bring the systems under one office. Also, there are very real issues of jurisdiction, and between municipalities and states, there is too much turf representing too many interests to make this happen even if there were reasons to believe that it could be administrated effectively. I hope you prove me wrong.
It is possible however to implement Intelligent Transport Systems features on isolated transport systems, such as GPS tracking on vehicles if you don't already have them. And from that point start an study of the traffic and mobility of passengers, improve the schedule and gap between vehicles, peak hour behavior, etc. This, off course will not grant as much control as having the whole system connected, but it is a good starting point to know in the first place if you really need such thing.

You have rightly pointed out to one of the key issues in implementation. As in the case of my home country India, GPS tracking in vehicles though already implemented is restricted to a specific domain and scale. I strongly think that devising an intelligent transport management systems with single window approach to track-record of all public transports could be the next step in this quest.
