What is the distinction between Marine research and Maritime research?

Marine research addresses a branch of earth science that studies the oceans and seas including their flora and fauna as well as their interaction with coastal territories and with the atmosphere. It covers a wide spectrum of scientific knowledge and phenomena such as marine organisms, ecosystems dynamics, ocean currents, plate tectonics and geology. These diverse topics involve multiple disciplines to understand the underlying processes and the complexity of their interaction. Nowadays, one of the major concerns of marine research is the preservation of marine ecosystems.

Maritime research aims at technologies and innovative solutions for a better exploitation of sea and ocean resources such as the design, building and operation of vessels, harbours, oil platforms and more widely any kind of human related activity centred around sea and ocean resources (e.g. tourism).

Marine and maritime have a different meaning, and first one is related to the environment and second to maritime activities as transport, fishery, extraction of the oil…

But Marine Spatial Planning and Maritime Spatial Planning in my opinion are the same, or at least going in the same direction, sustainable development in line with environment. European Commission and DG MARE used terminology Maritime Spatial Planning to underline the holistic cross-sectorial approach of the process.

Commonly and mistakenly used interchangeably. Marine spatial planning relates to the sea environment (which can be under, on or by the sea). Activities include planning the conservation of the marine environment. Thus it refers to the planning of the development, conservation and promotion of the sea fauna and flora. An important question is whether "marine environment' also includes lakes and rivers.

Maritime on the other hand relates to the territorial demarcation and utilisation of the sea for activities such as fishing (harvesting), mining and transportation. Maritime spatial planning therefore invokes considerations of geo-political division of the international waters, national claim to coastal waters and rights of usage and admission.

In my view therefore marine spatial planning = relates to conservation of sea life and associated environment including the immediate shores; maritime spatial planning = control and utilisation of sea-space, mostly for commercial purposes.

I understand the difference between "marine" and "maritime", and I think this is something that is broadly agreed. The big question is in marine/maritime spatial planning. 

UNESCO says this: "Marine spatial planning is a public process of analyzing and allocating the spatial and temporal distribution of human activities in marine areas to achieve ecological, economic, and social objectives that usually have been specified through a political process. Characteristics of marine spatial planning include ecosystem-based, area-based, integrated, adaptive, strategic and participatory."

The EU says this: "... maritime spatial planning [is] a cross-cutting policy tool enabling public authorities and stakeholders to apply a coordinated, integrated and trans-boundary approach. The application of an ecosystem-based approach will contribute to promoting the sustainable development and growth of the maritime and coastal economies and the sustainable use of marine and coastal resources."

Here in México have both words in spanish and we use it the way Victor Gekara does, moreover both terms are used this way in legal documents, acts, and alike.

We use marine for natural resource management and maritime mainly for commercial uses like navigation, oil extraction platforms and activities, etc.

Marine space planning involves multiple disciplines, managing human Marine activities based on ecosystems, with the aim of better protecting organisms and the environment.

The purpose of maritime space planning is to plan better use of Marine resources, including transportation, oil collection and coastal design, involving the use of multiple laws and rights.

According to my knowlegde about this subject:

- Marine spatial planning

Marine spatial planning is a process that you can use for achieving conservation of marine- and coastal based flora and fauna. You achieve this by learning about the Earth’s processes and their interactions with one another (mainly on a marine and coastal basis).

- Maritime spatial planning

Maritime spatial planning is a tool that you can use if your goal is to benefit (mainly on an economic level) from the marine and coastal ecosystem services. This tool helps you to find the weaknesses of the marine and coastal areas (territorial sea and the exclusive economic zone) and how to exploit them with an ecosystem-based approach. It’s different with the high seas, because for States there is no sovereignty over the high seas. ‘’The most that any State acting alone can do is to regulate the activities on the high seas of its nationals and vessels that fly its flag.’’
